Plus (again, if memory serves from all those years back, since I don't think this has changed), Time Machine stores backups in a system owned/everyone read only folder, so even as local admin, you would face issues there as well. If you open up the Time Machine drive like you would an external hard drive normally, in the bottom left corner of the window you may well see a pencil with a line through it.

I think you could drag the files back into the top level of the drive, but you'd need to authenticate with a local admin username and password. If memory serves, MacOS makes the Time Machine disk "read only" to prevent people from messing around with the backups. This doesn't surprise me as the way Time Machine and MacOS works. I’ve started looking at file restoration utilities to recover the deleted files. Restoring the deleted files with a utility I’m assuming it’s a permission thing but can’t find any info on this when I search. So it seems individual files within the Time Machine container file can be moved but not the overall container file. I was able to drill into one of the Time Machine files, in the Trash, locate a single file and move that single file to an external drive without problem. This seems like a permission error but I can’t find any details around it other than to more aggressively force the Mac to empty the trash (not what I want to do).

I tried dragging the files out of the Trash into a new folder on the Time Machine drive and on a different external drive. I tried simply dragging the backup files that hadn’t been fully deleted out of the Trash and back into the Time Machine folder they came from. Restoring the Time Machine backups back into Time Machine I still retained a few of the Time Machine backups in the Trash. I stopped the trash emptying but most of the files had been deleted. As I was “emptying” the trash, I realized I had deleted to many.
